NHS Bristol, North Somerset and South Gloucestershire (BNSSG) CCG has been reviewing its capability for online tools supporting our daily Urgent and Emergency Care system management and escalation, or our OPEL framework. We are assessing the market for a provider who can take and display relevant live or near real time data feeds from our UEC partners (including and not limited to acute, community, ambulance, 111, AWP, social care, voluntary).

In addition, BNSSG are seeking to work in strategic partnership with a supplier to deliver a platform that provides real-time visualisations of activity, patient flow, harm and the impact of initiatives within BNSSG to facilitate evidence- based decision making. This will optimise resource, remove barriers and improve patient outcomes for our population.

The contract will be for two years, with two optional one year extensions.

two.2.4) Description of the procurement

NHS Bristol, North Somerset and South Gloucestershire (BNSSG) CCG has been reviewing its capability for online tools supporting our daily Urgent and Emergency Care system management and escalation, or our OPEL framework. We are assessing the market for a provider who can take and display relevant live or near real time data feeds from our UEC partners (including and not limited to acute, community, ambulance, 111, AWP, social care, voluntary).

Historically in BNSSG, we have used third party providers to data warehouse and manage daily un-validated provider performance and activity information. This information has supported us with our daily system management and escalation actions. However, as a health and social care system we have digitally matured over the past few years having developed our own PowerBI reporting functionality, and therefore no longer require support with warehousing and reporting this information (including but not limited to: ECDS, National A&E Sitreps, Ambulance Daily and Weekly, NHS 111, Long Stays, COVID-19 SITREPs).

In addition, BNSSG are seeking to work in strategic partnership with a supplier to deliver a platform that provides real-time visualisations of activity, patient flow, harm and the impact of initiatives within BNSSG to facilitate evidence- based decision making. This will optimise resource, remove barriers and improve patient outcomes for our population.

BNSSG have completed a proof of concept and a prototype data visualisation which can be viewed as part of the tender documentation.

We are in process of developing the Beta and anticipate rollout of the live basic product in Q4 22/23, with continued development in the 23/24.

The contract will be for 2 years with the option to extend for up to two further years. The financial envelope is:

• Year 1: £241,600 +VAT

• Year 2: £141,600 +VAT

Optional extensions:

• Year 3: £141,600 +VAT

• Year 4: £141,600 +VAT

Bidders should be prepared to outline how this would be split between delivery of the core product and ongoing development of the Care Traffic Coordination Centre Tool.

The procurement will follow a two stage, restricted process and interested providers can register and download the pre-qualification documents from our e-procurement system, Atamis.

The closing deadline for responses is 12 noon on the 31st October 2022.
