Essex County Council (ECC) is seeking to establish a Dynamic Purchasing System (DPS) for the provision of driver improvement courses. The National Driver Offender Re-Training Scheme (NDORS) and other SERP (Safer Essex Roads Partnership) driving interventions require suitable qualified instructors/trainers to facilitate the delivery of education and training courses. These courses are a blend of theory and practical delivered at venues and online throughout the Essex Police force area (this comprises the administrative areas of ECC, Thurrock Council and Southend-on-Sea Borough Council).

Current NDORS Theory Courses (Category 1)

National Speed Awareness Course The course covers the following elements:

• Facts about speeding

• Speed limits

• Causes and consequences

• Hazard perception

• Strategies to help you drive safely within the speed limit

Course Duration: Up to 3 Hours

Currently courses run Seven days a week at various times starting at 8am until 9.30 pm online and at the following locations:

• Chelmsford

• Colchester

• Harlow

• Basildon

• Witham

• Southend

Safe & Considerate Driving (SCD)

The course is a mixture of theory and on road practical driving coaching. It aims to allow drivers to review their driving skills and behaviour and introduces practical solutions to help them to avoid being involved in future collisions. It includes group discussions in the theory section and focussed individual coaching during the practical session.

Please note, this is a mixed course, and sits in this Category for the Theory element only. Category 2 covers the Practical element of this course.

The practical driving section requires the trainer to take out two clients at a time to deliver coaching in the trainer’s own modern (no more than 7 years old) vehicle. Both manual and automatic vehicles are used for the courses, but you will be expected to provide only one type.

Course Duration: 7 Hours

Currently courses run on a variety of days during the week , at 9.00am to 4.00pm, at the following locations. The practical element is 3 3/4 hours break .

• Chelmsford

• Basildon

National Motorway Awareness Course (NMAC)

The course covers the following elements:

• Explains how Motorways are designed to be safer and more efficient

• Why and how speed limits are imposed on Motorways

• Strategies to help you drive safely on all motorways

Course Duration: 3 Hours

Currently courses run Monday to Sunday online and at the following locations.

• Basildon

• Colchester

• Harlow

• Witham

• Southend

What’s Driving Us (WDU)

This course is designed to recognise and influence driver behaviour. It helps drivers identify their own driver behaviour and that of others. It explores how behaviour can influence other road users. Through presentations and discussion, clients gain insight into the decisions people make when driving on the road and encourages them to think about the decisions that they themselves make.

Course Duration: 3 Hours

Currently courses run 7 days a week, at a variety of times and at the following locations:

• Colchester

• Harlow

• Basildon

• Witham

• Southend

NRRAC course

The course covers the following elements:

•Increase awareness of current rider behaviour.

• Provide a method to create positive behaviours to motorcycling

•Prevent further unnecessary deaths and injury to motorcyclists on our roads.

Course Duration: 3Hours

Currently courses run online upon demand .

Essential Requirements:

• Hold a current valid NDORS Licence for one of the NDORS Theory courses listed in this Category, which evidences that you meet the NDORS Person Specification for Classroom and or on line

• Hold a valid Driving Licence (No more than 3 penalty points)

NDORS Practical Courses (Category 2) - Safe & Considerate Driving (SCD)

The course is a mixture of theory and on road practical driving coaching. The practical driving section involves two drivers to one trainer and the coaching takes place in a vehicle provided by the trainer. Both manual and automatic vehicles are used.

Course Duration: 3 ¾ Hours

Currently courses run on a variety of days , at the following locations. The practical element is 3 3/4 hours.

Essential Requirements:

• Hold a valid Driving Licence (No more than 3 penalty points)

• Hold a valid ADI Licence (held for a minimum of 1 year)

• Bidders will need to provide a 4/5 seat modern (no more than 7 years old) vehicle, either manual or automatic gear selection. The vehicle will need to be fully insured to deliver driving instruction, currently taxed and have a valid MOT certificate, if necessary. The ADI licence should be displayed in the vehicle.

• Hold a current valid full or provisional NDORS Licence for the NDORS Practical courses

Short Notice Requirement:

• cancellation of a Booking Date by the Provider; and

• insufficient time to run a further competition in accordance with the timescales set out at paragraph 6.1 of the Operations Manual and/or insufficient availability on the Booking Portal.

Where necessary the Authority may reduce the 7 calendar day time limit to meet the Short Notice Requirement provided DPS Providers are notified of the revised timescale.

Short Notice Requirements will be allocated to Eligible DPS Providers on a first come first served basis.

DPS Providers will be required to meet the applicable Essential Requirements for the Short Notice Requirement. For example, purposes only, if the Short Notice Requirement is for a Course that falls within Category 1, the DPS Providers must meet the Essential Requirements for Category 1.
