Hampshire County Council is seeking to set up a Single Supplier Framework for the creating and publishing of Statutory Notice Adverts that are required to be published in a newspaper publication(s) covering the entire County of Hampshire. It is intended for use for the following services:
- Statutory public notices such as road closures, planning notices, traffic regulation orders etc.
- Non-Statutory notices such as local events, tender opportunities, stakeholder engagement/feedback.
The Framework Agreement will be accessible, via individual call-off contracts, to other Local Authorities in Hampshire (excluding Isle of Wight and Portsmouth Councils).

two.2.4) Description of the procurement
Hampshire County Council is seeking to set up a Single Supplier Framework for the creating and publishing of Statutory Notice Adverts that are required to be published in a newspaper publication(s) with a distribution covering the entire County of Hampshire. It is intended for use of the following services:
- Statutory public notices such as road closures, planning notices, traffic regulation orders etc.
- Non-Statutory notices such as local events, tender opportunities, stakeholder engagement/feedback.
The Framework Agreement will be accessible, via individual call-off contracts, to other Local Authorities in Hampshire (excluding Isle of Wight and Portsmouth Councils).
The framework is anticipated to commence in early January 2023 for a period of four years. Call-off contracts through the framework placed up to the date of the framework expiry can have a duration which goes beyond the date of expiry of the framework itself.
The Supplier is required to provide a newspaper publication(s) circulating across the entire county of Hampshire. Circulation of the publication(s) may extend beyond Hampshire's boundaries but this is not a requirement for this framework.
The newspaper(s) where notices are to be placed needs to:
- have a minimum of weekly publication frequency;
- have a distribution area that covers the whole of the Hampshire county geographical area but may extend into neighbouring Counties or areas.
- be capable of circulating in areas relevant to the notices being placed.
The Supplier will also provide an online publication facility where all notices will also be published as standard.
