two.2.4) Description of the procurement
Under Section 14 of the Education Act 1996, Coventry City Council has a statutory duty to ensure sufficient provision of school places for local children and fair, appropriate access to education. It is the Council's role to plan, commission and organise school places in a way that raises standards, manages supply and demand and creates a diverse infrastructure.
The Coventry One Strategic Plan and Education Capital Programme, presented to Council on 2 October 2018, 18 February 2020 and again on 12 October 2021, sets out pupil forecasts for special, primary and secondary pupils across Coventry's education planning areas in response to rising or falling pupil cohorts across the city. It outlines the strategy proposed by the Local Authority and the Coventry Secondary Headteacher Partnership to meet the additional places required in secondary provision from 2019 - 2024.
Throughout the education expansion programme, consultancy support has been required to varying levels across each of the expansion projects delivered, including cost consultants, employers' agents, architects, structural engineers and other design services. Further funding has been provided for the delivery of the second phase of school expansions.
It is intended that three to four consultants will be appointed to the framework following this procurement exercise. The Council will call off from this framework as necessary to support the projects as needs arise.
The scope of the necessary input will vary by project, and by the stage of the project. However, it is envisaged that the consultants will have the capability to provide the services set out in the schedules of RICS Quantity Surveyor Services (2019 Edition) and RICS Employer's Agent Services (2019 Edition).
