The Department for Education (DfE) is funding local authorities to provide free places on holiday activity schemes for one week at Easter and Christmas and for four weeks in the summer school holidays. Every session must include a meal that meets School Food Standards. Every scheme must meet the HAF standards relating to physical and enriching activities, nutritional education for participants and their families, inclusion and safeguarding.
Lot 1: Childcare Places by Area and by Age: Activity sessions must be structured around the age and assessed level of needs of children and young people accessing the service.

seven.2.1) Description of the modifications
Nature and extent of the modifications (with indication of possible earlier changes to the contract):
Use of Modification clause to increase the capacity of successful providers delivering under the call off from the framework up to a maximum of 50% of their previous contract award value in order to meet need and fulfil the DfE funding requirements regarding volume of places delivered to eligible children and young people.

Description of the economic or technical reasons and the inconvenience or duplication of cost preventing a change of contractor:
This modification was required due to an increase in budget available, due to underspend in the Summer and Easter Holiday Activity and Food scheme delivery. In order to increase capacity within existing provision with the funding made available by the DfE it was agreed to achieve the volumes required via purchase of additional places not previously able to be funded due to budget restrictions but which were applied for by the provider during the first call off application process. This was considered to be the most proportionate approach to allocate a portion of the additional funding that has become available (up to 50% ). It will enable providers already operating in areas of need to be funded, to ensure that target figures of attendance are reached, and that Christmas 2022 budget is further committed without requiring the, predominantly SME's, to reapply and go through a further competitive process for the venues they have already secured recently. It was only a budget restriction that prevented them from being fully funding at the time of application and that restriction no longer applies.
