East Midlands Libraries (EMLIB) Consortium and joint procurement approach
There are 7 councils currently within the Consortium, all neighbouring authorities in the East Midlands regions.

2) Nottingham City Council
3) Derbyshire County Council
4) Derby City Council
5) Leicestershire County Council

This is a collaborative procurement exercise undertaken by all the Consortium members listed above. Any resulting framework agreement will be entered into by Inspire. Each Consortium member will be able to access the framework and will be responsible for sourcing the services they require with each supplier and will enter individual call-off contracts.
The term of the framework agreement will be for 4 years from 1st April 2023, with an opportunity to extend for a further 2 years in 12-month increments, making the maximum term 6 years.
This new framework agreement will replace the current framework ‘Provision of e-Resources for East Midlands Library (EMLIB) consortium’ reference DN377239 which will end on the 31st of March 2023.
This is a new competitive procurement process using an open procedure conducted in accordance with the light touch regime of the Public Procurement 2015 Regulations and advertised in the Find a Tender Service Find high value contracts in the public sector - GOV.UK (www.gov.uk)
