In order to develop a realistic, low-risk and cost-effective plan for housing stock retrofit, we are looking to appoint a contractor to deliver the following four components of work:
1. Developing the business model, including resourcing requirements, for a ‘one stop shop’ (OSS) energy advice centre, ensuring the business model builds on existing good practice. The requirement is for a fully costed delivery model to be developed showing how the service can be financed through income generation, start up grant funding and what gap funding, if any, is required from Local Authorities.
