The MoD is inviting providers of Online Engagement Services to participate in a formal Preliminary Market Consultation. The requirement is for a System Innovator/Integrator to deliver a Cloud based online Influence and Engagement service, following an Agile approach. The proposed capability is split into two core services:

1. A persona management capability to create & maintain live personas for use with online services such as social media, websites, forums, blogs etc.

2. IT infrastructure & application services to conduct online engagement activities utilising managed attribution. This includes but is not limited to social media, online surveys, radio advertising, bulk text messaging and other methods.

The Market Consultation shall be undertaken via Microsoft Teams and organisations must register their interest using the Defence Sourcing Portal. Organisations are allowed up to two attendees who are security cleared to SC level. The organisation must provide the following security clearance evidence for each individual, Full name, Date of Birth and Security Clearance reference. Only attendees with the correct security clearance shall be admitted to the meeting.

On confirmation of Security Clearance status with nominated sponsor, further documentation will be made available to expedite discussions.

The Market consultation is scheduled to take place on the 9th November 2021 @13.00. Organisations who wish to attend this meeting must log their interest together with the names and security clearance by 12:00 Noon, 5th November 2021.
