two.2.4) Description of the procurement

The scope of the proposed Contract is the provision of Domestic & Commercial Gas & Heating Servicing, Installation and Maintenance Services to Christian Action properties.

There are approximately 857 domestic gas heating systems (with individual boilers or warm air units), 19 air source heat pump systems and 18 commercial heating plant rooms (serving around 450 properties). There will also be a number of unvented cylinders within the housing stock and the Successful Bidder will be required to support the Employer in improving its asset information for these appliances.

The Successful Bidder will be required to service and safety check the heating equipment and provide a fully comprehensive (3 star) repairs service to all domestic gas properties, including those that have no gas but are fed from the communal heating systems. Additionally, the Successful Bidder will be required to deliver around 65-70 boiler replacements on a planned and reactive basis each year (although this figure is due to fluctuate based on budget availability).

Full details of the Services for to be provided under the Contract are contained in the Specification set out at Appendix 1 of this ITT. The Successful Bidder will be required to comply with the Specification in providing the Services.

A single Contractor is required to deliver the entire Contract.

The Contracting Authority will enter into this contract following a minimum 10 day calendar day standstill period starting on the day after the notification of the result. The Public Contracts Regulations 2015 (SI 2015/102) (as amended) (the Regulations) provide for aggrieved parties who have been harmed or who are at risk of harm by a breach of the Regulations to bring proceedings in the High Court.
