The Authority is offering a long-term contract to allow the successful service provider to maintain, invest and upgrade the public convenience service facilities for a period of 15 years (180 months) from 1 April 2022. The main requirements of the contract are:

Cleansing of the public conveniences

Maintenance of the public conveniences

Improvements to the public conveniences throughout the contract

Cash collection service

Hydration point cleansing and water testing

two.2.4) Description of the procurement

The Public Conveniences have been contracted out since January 2007 having previously been run in-house by Fylde Council. The services required are to manage and maintain 13 public convenience premises on behalf of the Council, the majority of which were converted in the old Council run toilet facility buildings, while some are new build designs. The service is managed by Fylde Council’s Waste & Amenity Cleaning team, who oversee operations at the following locations:

The aim of this contract is to provide the following:

• Well-maintained toilet facilities, which meet the needs of both the residents and visitors.

• Facilities, which meet a high standard of cleanliness and hygiene.

• Conveniences located strategically across the district.

• Toilets, which are fully accessible, fully DDA compliant and safe to all users.

• Flexible provision, which can readily cope with fluctuating levels in the demand experienced in particular locations throughout the year.

• Facilities capable of sustaining peak demand periods.

• Toilet facilities with both different payment options – currently the entry system is coin operated, but the Council are also keen to explore contactless payment options.

• A minimum entry charge (currently 20p) for using standard toilet facilities. Any fee charged is subject to change depending on the Fylde Council fees and charges set in the budget

• Free to use disabled toilet facilities via a radar key opening mechanism
