London Borough of Tower Hamlets wishes to tender for a framework for the supply of security services to achieve the following objectives:

• Provision of a consolidated supply chain under a management contractor for the provision of security services broken down into 4 Lots and to provide a high standard of security, to properly protect the site, and its employees and customers;

• To seek efficiencies across the Lots and from supply chain consolidation.

• To ensure those working within the sector are paid the London living Wage.

• To provide a sustainable platform for the inhabitants of LBTH to gain employment and training to further develop their career; and to

• Ensure value for money within security services, standardise prices and service standards across all LBTH sites.

The service to be provided shall include the provision of a concierge, facilities management hybrid role at the council's Idea stores and other sites across the borough. The Idea Stores are an award-winning service due to their role in the community.

There are 5 Idea Stores, 2 Libraries, a Registrars, and a the Town Hall and several administration sites in the London Borough of Tower Hamlets. Events will be held at some of these venues from time to time.

The service to be provided shall include the provision of several types of routine and ad hoc Intruder alarm monitoring & maintenance in empty, closed, and operational buildings as required by the Council to the Corporate Estate premises. Types of buildings are as follows:

• Administration sites

• Children centres

• Adult Centres

• Public Libraries

• Schools

• Empty sites

• Park Buildings

During the contract period there will be requirements for the Service Provider to provide some or all the services listed below:

• Provide a core hours reactive and planned repair service to alarms across the estate.

• Provide a response to the councils’ Out-Of-Hours (OOH) key holding provider who may have alarm response centre (ARC) call outs for alarm faults and will require remote resetting in the first attempt or attendance to reset.

• Quotation for works and equipment.

• Adjust, move, or re-design equipment layout according to refurbishment or

new layout.

• Provide fire cable links to the alarm signal device.

• Collection of keys and unlocking and locking of the premise to access alarm.

• Annual Survey of systems.

• 2 Maintenance visits per year.

• Upkeep of Asset data.

• Incident reporting.

• Fire Alarm Testing reports.

• General alarm activity reports on individual or groups of sites.

two.2.4) Description of the procurement

The Service will be limited to the London Borough of Tower Hamlets organised events only and shall not be extended to other events taking place within the borough, which are not organised by the Council.

The Council organises a number of regular events each year; however, the Council is unable to guarantee a minimum number of events or level of work as all events are subject to confirmation. The scale and range of events that require services will vary and may range from an event for a planned attendance of 90,000 through to door supervision for private event hires in Council owned venues.

We are seeking bids from Suppliers that can demonstrate that they have a high level of professionalism and competency in relation to specialist Crowd Management services for large-scale outdoor events.
