Scope of the Procurement
The Council operates four Waste Transfer Stations (WTS) at Bardon, Kibworth, Loughborough and Whetstone, and fourteen Recycling and Household Waste Sites (RHWS) with drainage infrastructure ranging from large attenuation tanks, foul water cesspits, septic tanks silt and oil interceptors of varying makes and capacities, to various catchpits sumps and gullies.
Service Commencement will be phased over an initial 6-to-12-month period to establish a regular pattern of programmed scheduled activities. The successful Tenderer will be expected to liaise, cooperate and contribute to the design and establishment of a cost effective and efficient programme to deliver the requirements of the Service.
Scope of the Services
The Services required include:
• Emptying and disposal of effluent from cesspits and cesspool tanks.
• Removal and disposal of oil, solids and contaminated water from interceptors and sumps.
• Removal and disposal of silt from catch pits and channels.
• Removal and disposal of silt from, and cleansing of, yard and road gullies.
• Servicing interceptor tank oil coalescers.
• Unblocking and jetting drains.

• Ad hoc removal of liquid effluent from Attenuation Tanks between 22,000 and 1.2 million litres. NB This is considered to be a very rare requirement and the full volume may not need to be removed. Depending on the ‘trigger’ event, this may be either hazardous or non-hazardous effluent.
