Freshwater Parish Council is looking for a high quality, beautifully designed skate park and pump track. It will meet the needs of the communities highly skilled skaters, scooterists, bmx's, mountain bikers, wheelchairs and all non-motorised wheeled sports. It will be suitable for all users, of all ages, abilities and disabilities.
Tenderers are requested to study the specification document in detail and ensure that the specified requirements can be met that are stated within the document and thus your understanding of our requirements is reflected in your pricing schedule.
Freshwater Parish Council wish to secure efficiencies and economies of scale by means of procurement exercise for meeting the requirements detailed within this documentation, achieved through the Most Economically Advantageous Tender submitted.
The principle benefits anticipated by Freshwater Parish Council in this procurement include:

The outcome of this Tender will be to identify and select a single Contractor to take the Project forward from consultation to a final design, and then to a completion of agreed works resulting in a new skatepark and pump track to suit the needs of the local young people whilst considering a range of ages, abilities, and wheels, e.g., scooters, skateboards, wheelchairs, and BMX, and taking account of the site constraints.
This Tender aims to select a Contractor based upon examples of previous work, financial viability, Health & Safety procedures, skills, experience of working with Councils and Community Groups, and expertise to delivering a fully funded project from start to finish within budget.
The Applicant is required to provide value for money, use local suppliers where possible, deliver added value, cause minimum disturbance to the community whilst delivering a durable, well-designed concrete skatepark and a pump track built to a high quality that suits the needs of the local young people and adheres to the Authority's requirements.
We have consulted with local riders and asked them what they want from a new skatepark and a pump track. It has been agreed that approximately a quarter of the budget go towards the pump track aspect of the build, with a minimum of 75% of the budget being committed to the skatepark. This could mean the Pump track can be built as soon as we have completed a successful planning application. We will also consider a Skatepark design that has a minimum of 25% that can be ridden as a pump track rather than a separate pump track. The list below shows the importance of what is wanted from the design of the new park. A bowl area was the most asked for item with a pump track and a box. We would expect the applicant to consult with local riders before submitting a final design.
The Applicant must include a breakdown of costs for the Project proposal, including.
• Consultation sessions with local young people

2.2.1 The Contractor will be required to run a minimum of two consultation events with local young people on dates to be agreed.
2.2.2 It is planned for the skatepark to be completed and opened by September 2023 subject to Planning Permission being granted and funds being in place.
2.2.3 The Contractor will be required to support the Council with the preparation of documentation for a Planning Application. The Council will submit the application and pay the fees to the Planning Authority. Any surveys specifically requested by Planning will be paid for by the Council outside of the tender sum.
2.2.4 The Contractor must meet the requirements of the JCT Contract, take account of any planning conditions and demands that the Council includes within the project management process.
2.2.5 The Contractor must not exceed the maximum budget for the project which is £ 240,000 excluding VAT
