  • Extreme urgency brought about by events unforeseeable for the contracting authority

Explanation:

A procurement route was identified in June 2023 via the CCS framework, desktop study was carried out and a new supplier was chosen. However when the contract was received there were inflated software costs added in, which was then not an economical action. With the software embedded trying to implement a system in under a year would not be possible as a full tendering exercise would need to be carried out. The incumbent supplier submitted costings to novate to the new package and was cheaper than the new supplier option. Attempting to migrate to any supplier was extremely high risk and likely to push beyond the July 2024 hard deadline
