two.2.4) Description of the procurement
The Scottish Parliamentary Body (SPCB) is reviewing its approach to learning and development for staff. One of the options under consideration is the procurement of a fully managed learning service, whereby a main contractor would work with our Learning and Development team to source training across a broad range of subject areas, provide access to off the shelf training resources and provide a booking system and management information.
The service is likely to require:
- Dedicated account manager
- Blended learning provided by the contractor or subcontracted from a wide variety of suppliers
- Options to accommodate learning styles, recommendations for sourcing
- Range of topics such as IT/technical skills, soft skills, leadership, change/project management, access to professional qualification etc.
- Ability to bespoke all training (face to face/online)
- Reporting and MI dashboards
- Course booking system
- Learning management system (integrated with Microsoft 365)
- Online learning content library filled with off the shelf content
- Option to add existing e-learning
- Development of e-learning
- Technical support
