two.2.4) Description of the procurement
The Occupational Therapists (OT) will provide a service to children in clinics, their homes or schools and in other community settings as required. The service completes assessment, advice and intervention when required, for children with multiple needs which result in functional difficulties affecting their daily living.
Advice can be consultative to schools involving training and upskilling staff to manage children’s difficulties; provision of goal-oriented, individualised therapy programs to increase functional independence; group therapy; and 1:1 therapy sessions, with an emphasis on involving caregivers and school staff in sessions to develop their ability to independently support the child, within their natural context. The OT team will also where appropriate provide assessment of equipment to maximise independence where necessary. Occupational therapists contribute to EHCPs for children and will follow the loal NHS providers packages of care based on need.
This service does not provide clinic based sensory integration, but will advise education providers and families regarding sensory diets and programs which are functionally appropriate.

Speech and Language Therapists (SLT) work closely with primary and secondary schools to support the inclusion of pupils with speech, language and communication difficulties. This is achieved by providing training and support for schools to develop their skills in working with children with speech, language and communication difficulties, carrying out work with individual or a group of pupils where appropriate and working with families to understand and support their child’s needs.
Each school is allocated a “link” SLT. Schools are allocated a specific number of days SLT resource for the academic year based on several factors including the population of the school, numbers of children with identified need and demographic factors. SLTs contribute to EHCP and will follow the local NHS providers packages of care based on need.

The Physiotherapists will provide a service to children in clinics, in their homes, in schools and in other community settings as needed. Children with a range of specific and complex needs are seen for assessment, advice and intervention as required. Specific assessments are carried out in schools to evaluate if a student can negotiate their environment safely and independently in order to access all aspects of their education.
Advice and exercise programs are provided to families and schools. Children are seen for therapy sessions when they have the potential to improve with therapy or to prevent deterioration in function. Justification:
The Authority has elected to follow an Accelerated Open Procedure for this procurement exercise in order to support the timely delivery of this care. Funding has been made available for a limited time only and initial work is planned to begin in October 2021, so time is of the essence and therefore this requirement is urgent. For the avoidance of doubt, the form of tender will be conducted in accordance with the EC Treaty based principles of, inter alia, transparency, equal treatment and non-discrimination.
