The Borough Council of King’s Lynn and West Norfolk (the Council) invites tenders from suitably qualified Construction Companies to Design, Build and Commission two Active Travel Hubs and Construction of a Road. Active Travel Hubs provide information, engagement opportunities and facilities with the aim to encourage local communities and visitors to travel more actively.

Works to be completed and buildings and road in use by 1st November 2025.

The Council is looking to develop a network of Active Travel Hubs (ATH) which will serve King’s Lynn town centre and the Nar Ouse business park development.

This tender is for the construction the first two of these hubs, at Baker Lane, King's Lynn and within Nar Ouse Enterprize Zone, as well as an access road at Nar Ouse Way.

Provide a secure cycle hub for the town centre.

Provision of shower/ changing facility for use with cycle hub

Provide a multimodal transport exchange through parking and cycling facilities.

Enhance the use of cycling and walking (active travel)

Help support the reduction in car journeys to the town centre.

Improve sustainability and reduce carbon emissions (clean growth and technology)

Nar Ouse Enterprise Zone site to include:

a secure cycle hub for the Enterprise Zone including secure storage, electric cycle charging, lockers and associated facilities.

toilets, shower/ changing facilities for use with the cycle hub

pay and display parking for a minimum of 200 and a maximum of 275 spaces, provision for electric vehicle charging, solar PV canopies

parking facilities to support the Nar Ouse Enterprise Zone, (NOEZ) King’s Lynn Innovation Centre, the proposed Innovation & Collaboration Incubator development, and the town centre

a multimodal transport exchange with supporting facilities

enhanced cycling and walking (active travel) provision

reduced car journeys/ reduce the number of cars in the town centre

improved sustainability and reduced carbon emissions (clean growth and technology)

To support the development of the active travel Hub on the Nar Ouse Regeneration Area the council also seeking a contractor to construct the access road that will serve the Travel Hub and adjacent proposed industrial / commercial buildings. The road, designed by Norfolk County Council will form the highways access point from the Nar Ouse Way to the ATH site.

Works to be completed and road in use by 1st November 2025.
