two.2.4) Description of the procurement

Innovate UK have commissioned the University of Warwick to undertake a large-scale survey of R&D and innovation activity among UK firms. The aim is to provide a timely and representative picture of how UK employers are currently engaging in R&D and innovation activity and get a better understanding of their future plans. We are also interested in how this is impacting on business performance and other aspects of firms’ operations. This project is being funded by Innovate UK who can be named as the sponsor in the survey introduction. The central element of the project will be a telephone (CATI) survey of employers. We are keen to survey a large group of firms (c. 2000) and to be able to consider sectoral and regional contrasts in R&D and innovation. We envisage the survey being conducted over the period October to November 2022. Suppliers are required to tender for all elements of the project and also provide indicative quotes for similar surveys which may be conducted in 2023 and 2024. Survey requirements may expand and evolve over time, so we will be looking to work with the winning supplier to put in place a call-off Agreement for any subsequent follow-on surveys. The call-off Agreement covers items within the scope of this tender and will be provided under the same terms and conditions. The call-off Agreement will run for a period of 1 plus 1 plus 1 years. The additional years will be offered if the chosen supplier is performing successfully, the University of Warwick receives funding for future surveys and the optional pricing is economically advantageous. In order to express interest in this opportunity please go to the University of Warwick In-Tend supplier portal (https://in-tendhost.co.uk/universityofwarwick).The University of Warwick is not a contracting authority for the purposes of the Public Contracts Regulations 2015 (as amended) and its procurement activities are not subject to the Public Contracts Regulations 2015 or the obligations under the European Public Procurement Directives, including the European Remedies Directive.
