two.2.4) Description of the procurement
The City of Edinburgh Council will shortly be inviting parties to bid to become the Council’s ‘Development Partner’ in the delivery of this major regeneration project at Granton Waterfront, Edinburgh. This Prior Information Notice (PIN) focuses on Phase 1 of the Development as a single development package which may consist of:
- Design and construction of around 788 new net zero carbon homes of mixed tenure (particular tenures may be taken forward by other partners);
- Design and construction of public realm and transport related infrastructure
- Design and development of around 4000m of new or enhanced cycle footpaths
- Potential restoration of the gasholder
- Design and construction of a school and medical centre (potentially may be taken forward by other partners);
- A development opportunity of approximately 3000 m2 of ground floor commercial space;
- Design and construction of a heat network solution which aligns to Council objectives of low carbon and fuel poverty reduction, to support phase 1 and future phases of development.
Despite the project’s challenges related to funding and contamination, this regeneration site offers a ‘once in a lifetime’ opportunity to work with the Council to create a new sustainable coastal town within Edinburgh’s Waterfront.
It should be noted that it is expected that the procurement process which will commence after this engagement exercise will be for Phase 1 of the Development opportunity, however, the Council is considering the inclusion of extension options with the successful Development Partner for other phases of the Development. This information will be contained within the Contract Notice.
The opportunity is expected to be advertised later in 2021. This market consultation exercise is an opportunity for potential bidders to participate in shaping the Council’s procurement strategy and gain insight into the proposed development strategy. Potential bidders who are interested in this opportunity are invited to download the market research questionnaire and complete no later than 19th November 2021. Potential development partners who submit a questionnaire may be invited to a dialogue/question and answer session with the Council to expand on their response.
