The Midlands Net Zero Hub, as the regional consortium lead for BEIS-funded energy efficient retrofit schemes across the Midlands, is purchasing membership of The Retrofit Academy CIC Centre of Excellence on behalf of its consortium members. Membership includes tailored one to one support and bespoke training packages for each member. In addition, the Hub is paying the Retrofit Academy to update their existing Retrofit Toolkit and to increase accessibility to support Local Authorities across the region.

The contract will provide all participating authorities across the Midlands with support and advice in delivering their BEIS-funded energy efficient retrofit schemes. This includes Centre of Excellence membership and one to one support for each consortium member of MNZH Sustainable Warmth and Social Housing Decarbonisation Fund delivery including bespoke training programme for all Midlands members, and updating their existing freely available toolkit and increasing accessibility to support Local Authorities.

Section four. Procedure

four.1) Description

four.1.1) Type of procedure

Negotiated without a prior call for competition

  • The works, supplies or services can be provided only by a particular economic operator for the following reason:
    • absence of competition for technical reasons

Explanation:

1) Membership of the Centre of Excellence.

The Retrofit Academy is the Centre of Excellence, and as such is the only option for membership. As the Centre of Excellence, they have the existing resources, trainers and technical advisors to learn and implement best practise that nobody else offers. The membership includes tailored support and training package for each member. TRA are the only accredited provider of:

• Certificate in Domestic Retrofit Advice

• Award in Domestic Retrofit Assessment

• Diploma in Retrofit Coordination & Risk Management

These courses are accredited through an awarding body (OCNWM) who are regulated under OFQUAL, and so are fully and properly accredited training qualifications. Any other provider would have to develop their own bespoke training package, and get accreditation.

2) Updating existing toolkit and increasing accessibility to support Local Authorities

The Retrofit Toolkit has been developed by Retrofit Academy specifically to support these projects. As they own the intellectual property rights in the Toolkit, any other provider appointed would have to build their own from scratch, assuming they have access to the necessary expertise to do so.
