two.1.4) Short description

Essex County Council (ECC) is looking to procure a four-year multi-supplier Framework Agreement for construction services to replace the existing Essex Construction Framework (ECF2) which expires in early 2024. The Essex Construction Framework 3 (ECF3) will provide design and construction services for education and other capital construction and major maintenance projects, and will be available to other Contracting Authorities as specified in Schedule 1g (attached to the ProContract Event). ECF3 may also be utilised by Essex Housing/LLP where identified as a suitable procurement route for any of their future schemes.

Construction relating to schools is currently the main project type procured through ECF2. Essex County Council (ECC) has a statutory duty to ensure there are sufficient school places for children within its area (including both mainstream and Special Educational Need). Once ECF2 expires, a replacement construction route is required to enable ECC to fulfil this statutory role and offer a best value route to market. As stated above, ECF3 will allow for third party usage and the framework spend has been allocated accordingly. The value estimated to go through ECF3 over a 4 year period is £400M.
