shall be in accordance with the Public Contracts Regulation 2015 (as amended) (the
Regulations). Such information should be requested from the addressee in Section 1.1. If an
appeal regarding the award of the contract has not been successfully resolved the
Regulations provide for the aggrieved parties who are of the opinion that they have been
harmed or are at risk of harm by a breach of the Regulations, to take action in the High Court

seven.2.1) Description of the modifications
Nature and extent of the modifications (with indication of possible earlier changes to the contract):
To add additional funding to increase capacity to meet the service requirements of the Adult Integrated Substance Misuse Service from the Office for Health Improvement and Disparities (OHID) Supplementary Substance Misuse Delivery Grant (SSMDG) of £826,332.00 for 2023/2024. This grant will be most effective in increasing capacity being delivered within the existing service with additional staffing and help the Council to improve outcomes within the drug and alcohol systems. The modification does not alter the overall nature of the current contract and is the most economically viable solution.
The additional funding will specifically provide:

seven.2.2) Reasons for modification
Need for additional works, services or supplies by the original contractor/concessionaire.
Description of the economic or technical reasons and the inconvenience or duplication of cost preventing a change of contractor:
This is a relatively small modifications to a large integrated substance misuse service to increase capacity to support the treatment and recovery system in achieving the Office for Health Improvements & Disparities (OHID) targets. Because of this, a change of contractor is impractical from an economic perspective and because it could lead to disengagement of service users.
The modification is not considered to be substantial and does not alter the overall nature of the contract pursuant to Regulation 72(1)(e).
