Ring Stones Maintenance and Construction, part of The Calico Group are seeking to procure a partner consultant (or consultants) to support them in the planning, forward financing and operational delivery of commercial development projects.

Commercial development projects can be defined as those projects which are to be funded outside of The Calico Groups traditional funding model, where finance will need to be secured through commercial markets and/ or government grants.

These Commercial Development projects will generally be mixed use developments (e.g. care, health, retail, commercial, office, housing)

Ring Stones Maintenance and Construction, as part of The Calico Group, are looking to procure a limited framework of Specialist Development Consultants (consultants) to support their external development activities.

The Calico Group is a collection innovative charities and businesses, working together to create social profit, rather than financial profit. Each part of The Calico Group has its own specialism, expertise and a track record of providing a complete community service in housing, healthcare, support, employability and construction

Ring Stones Maintenance and Construction, part of The Calico Group, is a values-led construction company based in the North West. It provides a complete service to help clients achieve their targets through employment, construction and regeneration. Ring Stones Maintenance and Construction will be the delivery contractor for the construction works delivered under this procurement

Ring Stones Maintenance and Construction are looking for consultants who can support their activities across four core areas:

- Concept Planning and Agreements. The consultants are required to assist in the feasibility of opportunities, planning to optimise site value, and support initial discussions with potential partners including due diligence.

- Funding Management and Funding Sourcing. The consultants are required to fully understand the forward funding requirements for these types of projects. Furthermore the consultants will need to evidence/ exhibit an extensive working knowledge and experience of different types of funding streams and the potential for grant funding. They will also be required to work closely with our finance team to ensure that each project delivers against its financial objectives.

- Operational Delivery. The consultants will be fully competent and experienced in delivery of all aspects of development project delivery including planning design, contract management, policy compliance and all other legal requirements. This will include the project cashflow and call down of the funding described above.

- Partnerships and Collaborations The consultants should be able to fully integrate with Calico's operations and support their internal teams in the delivery of this project. They will be required to commit, with Calico, to a collaborative approach to the Development Projects, to share knowledge, bring complementary skills and embrace collective problem solving and innovation

This framework is not split into lots, and the successful Development Consultants are required to deliver high quality services across all the specification areas

It is envisaged that this limited framework will consist of a maximum of 3 providers. However, in the event that two or more providers score equally at 3rd place, then the Authority will appoint both / all 3rd ranked suppliers

It is expected that the successful consultants will work with us to provide a high quality, efficient and effective service and be able to demonstrate an understanding of our values and take responsibility for achieving all of the financial and operational objectives of this highly innovative programme.

Ring Stones Maintenance and Construction, as part of the Calico Group operate in a stringent legal and regulatory environment particularly around funding and Corporate Governance, and as such Ring Stones Maintenance and Construction require that the consultants will take responsibility for ensuring they deliver their responsibilities to achieve compliance in all required areas.

All consultants will be required to demonstrate a proven track record or aptitude on delivering similar type contracts along with providing sustainable competitive pricing throughout the term of the contract.

Successful consultants will be privy to commercially sensitive information and as such will be expected to adhere to any policies and procedures surrounding this during the course of the framework agreement and subsequent call off contracts and will be asked to sign a non-disclosure agreement.

Selection criteria are detailed only in the Supplier Qualification documents and price is not the only award criterion, again all criteria are stated only in the procurement documents

It is intended that this framework will be capable of being used by other contracting authorities in the United Kingdom. Accordingly, it is the intention that these other UK public organisations should be able to rely on this procurement to purchase such services without the need for any further procurement process. Contracting Authorities are those defined by the Public Contracts Regulations 2015

Ring Stones Maintenance and Construction reserves the right to cancel the procurement at any time and not to proceed with all or any part of the Framework. Ring Stones Maintenance and Construction will not, under any circumstances, reimburse any expense incurred by Bidders in preparing their submissions for this tender opportunity

The contracting authority considers that this contract may be suitable for economic operators that are small or medium enterprises (SMEs). However, any selection of tenderers will be based solely on the criteria set out for the procurement.

FRAMEWORK VALUE: Applicants should note that the estimated value of the Framework Agreement given in this Notice is based on current anticipated requirements. Ring Stones Maintenance and Construction cannot give any guarantees that services totalling this value will in fact be called off from this framework. Equally, the total value may increase if Ring Stones Maintenance and Construction requirements increase unexpectedly

REQUIREMENTS FOR PARTICIPATION: Any supplier submitting a tender response must be able to demonstrate that it meets Ring Stones Maintenance and Construction minimum requirements for participation, in order for its tender response to be evaluated by Ring Stones Maintenance and Construction. Details of the minimum requirements for participation are set out in the SQ. We encourage any supplier considering submitting a tender response to first satisfy themselves that they can meet these minimum requirements, prior to investing time in producing a SQ response. In the event that any supplier is unsure about their ability to meet the minimum requirements or wishes to seek clarification about the minimum requirements, the supplier should contact Ring Stones Maintenance and Construction, as soon as possible via the clarification process set out in the SQ.

NUMBER OF FRAMEWORK MEMBERS: The number of tenderers Ring Stones Maintenance and Construction intends to appoint as an outcome of this procurement process is provided in the SQ document. However, we reserve the right to appoint either more or less than the number of Tenderers set out in the SQ document at our sole discretion.

OTHER Ring Stones Maintenance and Construction reserves the right to cancel the procurement at any time and not to proceed with all or part of the Framework Agreement.
