The Association of North East Councils T/A NEPO seeks to establish a sole supplier concession contract for the provision of the investment, operation, maintenance and growth of the Electric Vehicle Charging Infrastructure (EVCI) across the North East of England. This is a brand new collaborative procurement requirement which will initially focus on a limited number of geographical areas but the intention over the full contract period is to allow other North East based contracting authorities to participate in the agreement.

two.2.4) Description of the procurement

NEPO is looking to put in place a concession contract to enable the long-term investment in the regional electric vehicle charging infrastructure (EVCI). This investment is needed to upgrade, operate and maintain the current network and to resource its expansion in order to secure a sustainable long-term future for it. NEPO and its Member Authorities recognise the importance of the regional EVCI in securing economic and community health benefits alongside supporting the growth in the adoption of electric vehicles and the achievement of targets for the decarbonisation of transport.

NEPO and its Member Authorities intend to deliver a procurement solution which will deliver the following outcomes.

• To establish a relationship with a sole supplier to work with NEPO and its stakeholders to deliver the investment needed to develop, grow and sustain the region's EV charging infrastructure for the long-term.

• To have a supply partner capable of delivering within the context of mixed network baseline positions, various funding models and across a diversity of locations and stakeholders from local authorities to other public sector service bodies.

• To help reduce and minimise the proliferation of different charging infrastructure and associated payment systems in order to improve electric vehicle customers' experience.

• Through the accumulation of the above help NEPO and its Member Authorities to achieve and maximise the economic, health and environmental benefits that can be delivered.

• To maximise commercial opportunities in order to support the ongoing maintenance and growth of the EVCI to keep pace with the predicted growth in use of electric vehicles.

The initial requirement will be focused on the needs of five (5) local authority areas and a separate public body stakeholder with further detail to be included in the published tender. The full term of the contract period is still to be determined but will be a minimum of 15 years.

The purpose of the prior information notice (PIN) is to provide advance notice to the market place for the future opportunity and the intention to hold a market consultation meeting with

suppliers to help shape the future agreement. NEPO are not issuing this PIN as a mechanism to reduce future procurement timescales.

The intention is to hold a market consultation event. Further details on this and how to register interest in participation will be issued via the NEPO Portal and any supplier want to be involved should ensure they are signed up to the portal via https://www.nepo.org/suppliers/portal. Attendance at the market consultation is optional and does not provide suppliers with an advantage in any future related procurement. Attendance also does not constitute as an intention to tender for any future related procurement.
