This contract is for the provision of three members of the Task Force on Emission Inventories and Projections (TFEIP).
The TFEIP supports parties in the reporting of official air pollutant emissions and projections data to the Convention on Long-range Transboundary Air Pollution (CLRTAP). The TFEIP also provide a technical forum and expert network to identify emission factors, establish methodologies for the estimation of emissions and identify problems related to data reporting.

two.2.4) Description of the procurement
Defra requires a supplier to provide three members of the Task Force on Emission Inventories and Projections (TFEIP) members, provisionally for a period of 3 years between the 1st October 2024 to 30th September 2027 with a potential option for a 1 year extension. The Authority funds specific roles within the TFEIP:
- Chair of the TFEIP
- Co-Chair of the TFEIP’s Projections Expert Panel (PEP)
- Secretariat Support for these roles
The TFEIP supports Parties in the reporting of official air pollutant emissions and projections data to the Convention on Long-range Transboundary Air Pollution (CLRTAP). It also provides a technical forum and expert network to identify emission factors, establish methodologies for the estimation of emissions, and identify problems related to data reporting.
The supplier will be required to:
• Oversee the collation and delivery of the annual TFEIP work plan.
• Plan and deliver the TFEIP annual meeting, the PEP meeting and management meetings.
• Manage the contributions from the expert panel leaders and prioritise the improvements to the guidebook and emissions inventory evidence base.
• Contribute to the continuous improvement of emission inventories reported to the CLRTAP.
• Liaise with the emissions inventory community, expert panel members and TFEIP members.
• Contribute to the strategic direction of the European Monitoring and Evaluation Programme (EMEP) and the CLRTAP.
• Contribute to capacity building with countries both within and outside of the CLRTAP.
• Host, maintain, and update the TFEIP website.
• Compile the annual TFEIP newsletter and answer ad hoc queries (including technical queries).
The skills required are as follows:
• Extensive knowledge of emissions inventories and the reporting requirements under the CLRTAP.
• Strong relationships within the emissions inventory community and TFEIP members.
• Distinguished and renowned within CLRTAP and the emission inventory community.
• Experience working with UK government on capacity building initiatives within and outside the CLRTAP region on emission inventories.
• Experience working with and collating information for the European Monitoring and Evaluation Programme (EMEP)/ European Environment Agency's (EEA) Emission Inventory Guidebook
• Understanding and experience of the policy landscape (domestic and international) within which emission inventories operate across the CLRTAP community
• Knowledge and experience of the systems and groups in place within CLRTAP and how these interact, both with each other and with fora outside of CLRTAP e.g. UNFCCC.
