St Helens Council are inviting suitably experienced transport operators to tender for journey routes to convey clientele from home to school and various centres/ locations inside and outside the Borough using hired transport. All Applicants who wish to apply for consideration and inclusion for this contact must hold a St Helens Council contract driver badge issued by the Licensing department.

A copy of the Licensing Guidance has been included with this tender pack. Only drivers who have a contract driver badge issued by St.Helens Council Licensing Department may be used on this contract. It is the contractor’s responsibility to ensure all drivers have undertaken the checks and have a valid photo identification driver card during the contract period.

The Council is seeking to procure a supplier in accordance with the open procedure as set out in The Public Contracts Regulations 2015, Part 2, Section 3, Regulation 27 (the “Regulations”). The Council is using the open procedure due to its requirement for the procurement of a supplier to successfully deliver the Programme. All interested suppliers can submit a tender response and all bidders who meet the selection criteria set out in the Suitability Questionnaire will then proceed to the evaluation stage of the process
