** This is not a tender exercise by the Education Authority (“EA”) - This is to advertise a Pre Market Engagement session on 20th October 2021 for a potential procurement for a Northern Ireland Substitute Teachers Register solution - Part of the ETS Programme*** The EA is responsible for the delivery of the Education Technology Services (ETS) programme. The goal of the ETS programme is to ensure ongoing provision of high quality, sustainable, core education technology services to schools to meet the current and future needs of school leaders, teachers and pupils, EA and other key stakeholders (i.e. school governors, parents and Department of Education NI). Through the ETS Programme a number of key systems and services currently in situ will be replaced including the Northern Ireland Substitute Teachers Register (NISTR). The potential requirement is for a system/service to: • Manage the registration of qualified substitute staff, their specialisms and real-time availability; • Enable schools to search, and book suitable accredited, vetted, qualified substitute teachers specific to their needs; • Provide electronic payroll updates to payroll function, and reporting to stakeholders; • Provide effective alerts and communications; • Integration with key systems in the ETS IT estate as well as external third parties; and • Provide a suite of static and dynamic reports. EA would like to invite you to attend a Pre Market Engagement session which is scheduled to take place on 20th October 2021 at 14:00-15:00 (via MS Teams) to provide more detail on our evolving requirements and timescales and most importantly to gain valuable insight and feedback from the market to help inform this project prior to the commencement of a procurement for NISTR. We will also be issuing a Request for Information (“RFI”) document including a questionnaire to suppliers who apply to attend the session and seeking written responses from the market. The RFI contains further details about the potential requirement specifically for NISTR.
