It is issued by Transport for London (TfL) and seeks to obtain market feedback in relation to the implementation of a new Silvertown Tunnel Cross-River Cycle Service. The aim is to better understand supplier and service provider appetite, capacity and capability, as well as perceived risks and opportunities.

two.2.4) Description of the procurement

We want as many cyclists as possible to use and enjoy a well-connected cycling network across the river in east and southeast London. To ensure that the Silvertown Tunnel can play an integral role in this, we are proposing the introduction of a new cross-river cycling service, to be fully operational and ready help transport cyclists across the Thames when the tunnel opens in 2025.

There are two transport mode choices on offer to the market - Shuttle Bus, and Shuttle Ferry.

For shuttle bus provision the provider would be required to be licensed to carry public fare-paying passengers and to provide a number of specially converted electric buses for carrying cyclists and bicycles, drivers and comprehensive operational support systems. They would need to work closely with a provider of various signage and street furniture.

For shuttle ferry provision, the provider would be required to be licensed to carry public fare-paying passengers on the Thames river and to provide one or more electric ferry vessels suitable to carrying cyclists and bicycles, suitable pontoons for access, vessel supervisors and comprehensive operational support systems. They would need to work closely with the boroughs to secure the relevant permissions to use existing piers.

The service would be in place for up to three years from Tunnel Opening date. Extension would depend on performance and on the volume of use by cyclists of the service.

The Silvertown Tunnel Cross-River Cycle Service is the sole focus of this Market Sounding Questionnaire (MSQ),
