Background
In August 2019 the County Council of the City and County Of Cardiff (“the Authority”) issued a Call for competition for a new Indoor Arena within Atlantic Wharf, which is as part of a wider regeneration strategy for Cardiff Bay.
In January 2020 a Cabinet decision was taken as part of the regeneration of Atlantic Wharf to acquire the existing Red Dragon Centre investment to further develop the regeneration strategy and help enable the delivery of the new Indoor Arena with the relocation of the Travelodge hotel and creation of new public space between new proposed Indoor Arena and existing Red Dragon Centre.
In November 2020 Cabinet ratified the procurement of the ‘Preferred Bidder’ consortium for the delivery and operation of the new 15,000 capacity Indoor Arena within Atlantic Wharf.
As part of the Arena proposals there was a requirement for a re-provision of car parking within Atlantic Wharf with approximately 1,300 spaces to be delivered prior to practical completion of the new Indoor Arena. This also links in with the current lease obligations with key tenants within the existing Red Dragon Centre and the current parking provision within County Hall site being displaced for the delivery of the Arena.
As part of the November 2020 Cabinet decision for the new Indoor Arena Cabinet approved the development of an outline business case to determine the preferred solution for the delivery of the car park provision. The outline business case was Presented to Cabinet in July 2021 where approval was given to develop a Full Business Case for the Multi-Storey Car Park.
Requirement
The Authority wishes to seek interest for the appointment of a suitable Contractor for the construction of the Multi Storey Car Park to meet corporate objectives and delivery timescales in line with Arena obligations.
The current car park design concept proposals, assume that no less than 1,300 spaces will be provided, of which 375 electrical charging points are required, a solar farm, battery storage facilities and a living green wall. This will be further explained during the Pin Open Day/PQQ and ITT Stages of this procurement.
