  • The procurement falls outside the scope of application of the regulations

Explanation:

The BCN Group was commissioned by Improvement Cymru in early 2023 to develop an application for the Organisation which will be made available to NHS Wales Staff. This application will allow Improvement Projects to be entered and maintained, and to aid in the production of improvement charts and documentation of the improvement process. BCN worked with Improvement Cymru over an 6-8 Month period to develop a bespoke system by working with Improvement Cymru and NHS Wales staff to co-design the application. BCN's significant experience in SPC Charts and therefore, the understanding of how data needs to be collected to ensure data visualisation within the platform has made this process significantly easier. As BCN are the original developer of the product, they possess advanced knowledge, IP and extensive experience regarding its functionality. In contrast, any other company would need to allocate a significant amount of time to thoroughly understand and investigate the existing work to effectively prepare for providing support as well as enter into discussions and agreements with BCN
