The current Research Vessel (RV) Capitella, owned and operated by DAERA, Marine and Fisheries Division (MandFD), conducts the marine scientific work programme in compliance with the Department’s statutory and policy responsibilities. The Client requires a replacement for RV Capitella which has reached the end of its service life and must: - Provide a medium term marine survey capability and innovative design solution (15-20 years) - Be physically and technically capable of conducting multidisciplinary marine survey work - Maintain an emergency response capability (rapid response to marine pollution events). Please refer to the Technical Specification for more details on the services required.

seven.2.2) Reasons for modification

Need for additional works, services or supplies by the original contractor/concessionaire.

Description of the economic or technical reasons and the inconvenience or duplication of cost preventing a change of contractor:

Regulation 72(1)(b) for additional works, services or supplies “have become necessary” and were not included in the initial procurement and a change of supplier would not be practicable (for economic, technical or interoperability reasons) and would involve substantial inconvenience/duplication of costs - provided the change does not exceed 50% of the value of the original contract. And, Regulation 72(1)(e) whereby the change, regardless of its value, is not substantial when considered against the principles set out in paragraph 8.

The original contract award value was £923,478k which with the modification included is now estimated at £1,013,478. Representing an approx. 10% uplift of the original award value, this is comfortably within the 50% cap regulated.

The additional work is within the broad scope of the original contract and the Department can monitor to ensure that the additional services provided are in line with the scope of the original contract.

This modification represents a long term whole life cost VFM representation to the fuel consumption and the impact to the environment.
