The purpose of the Emergency Department and Well-being home safe service is to:

- improve well-being through non-clinical advice and support via clear communication with staff, patients and families

- delivery of trusted and safe resettlement of vulnerable individuals at home

- ensure patients have follow up well-being checks

- provide a seamless link to local community support and a reduction in avoidable hospital admissions

- improve experience whilst waiting in the Emergency Department

- improve patient flow through the emergency department

Section four. Procedure

four.1) Description

four.1.1) Type of procedure

Award of a contract without prior publication of a call for competition in the cases listed below

  • Extreme urgency brought about by events unforeseeable for the contracting authority

Explanation:

The Contracting Authority made a direct award to the current provider under Regulation 32(2)(c) of the Public Contract Regulations 2015 in order to maintain the provision of services already in place. Due to events that were unforeseeable by the Contracting Authority (i.e. the covid-19 pandemic), the time limits for the open or restricted procedures with negotiation could not be complied with. British Red Cross was the incumbent provider and therefore familiar with working in the specific Health Boards/Hospitals and the service could continue with very little disruption to an environment which was already pressurised as a result of the Covid-19 pandemic.
