two.1.4) Short description

Derbyshire County Council (DCC) is seeking a Sole Provider or consortium (working as one entity) to provide a free at the point of access independent advisory service funded by DCC, which is publicly recognised and provides advice, support and advocacy on a range of social and financial issues for clients living with or at risk of developing a long term health condition within the geographical area of Derbyshire (excluding Derby City). The Derbyshire Public Health Advisory Service (PHAS) will encompass an advisory service based in GP surgeries and an outreach advisory service in appropriate community venues to support the community wellness approach across all 8 districts in Derbyshire.

The Council is procuring the service as detailed in the specification Under the Light Touch Regime, using a bespoke procedure with negotiations. It is intended that the top scoring 3 bidders will be taken through to the negotiation stage following the initial evaluation. However the Council reserves the right to award the contract following the initial evaluation where a suitable solution is identified which meets the Councils requirements without negotiation. There will be a six month mobilisation period commencing from early April 2023 to contract commencement date.

The contract will commence on 01 October 2023 for an initial period of 3 years with options to extend for two 24 month periods and one 12 month period up to a maximum of 8 years, subject to available funding.

Derbyshire County Council will incorporate a minimum 10 calendar days (or 15 if non electronic or fax methods used) standstill period at the point information on the award of the

contract is communicated to the relevant economic operators. Debriefing by the Council

shall be in accordance with the Public Contracts Regulation 2015 (as amended) (the

Regulations). Such information should be requested from the addressee in Section 1.1. If an

appeal regarding the award of the contract has not been successfully resolved the

Regulations provide for the aggrieved parties who are of the opinion that they have been

harmed or are at risk of harm by a breach of the Regulations, to take action in the High Court

(England, Wales and Northern Ireland). Any such action must be brought as soon as

possible.
