Orkney Health and Care (OHAC) in partnership with NHS Orkney and the Council’s Housing Services the (” Health and Social Care Partnership”) has a requirement to meet its statutory duty to provide independent advocacy services to people who are in receipt of health and/or social care services, or who would benefit from the receipt of such services. Our aims are to ensure that these services are delivered to the highest standards and provide the best outcomes to people who use these services.
Independent advocacy allows the views of Service Users to be heard and is essential in service planning and delivery. The Health and Social Care Partnership requires independent advocacy to be accessible by and provided to people in the Orkney Islands Council local authority area (including those in hospital), whose rights, as determined by the Human Rights Act, are at risk, and/or who are protected by Scotland’s legislative framework and/ or who are marginalised and/or face discrimination.
The Contractor shall provide an Independent Advocacy Service (the Service), to adults, resident in the Orkney Islands Council local authority area. The Service will be available to people who are unable to act for themselves, have a statutory entitlement to advocacy and/or have no independent person to act for them.
The Service shall be provided through the delivery of independent advocacy hours. These will be the time periods utilised to assist the individual Service User in receipt of independent advocacy support (the “Advocacy Partner”) is having their views heard.

Orkney Islands Council reserves the right to cancel the procurement at any stage and not award a Contract. The expenditure, work or effort undertaken by bidders prior to the award of any Contract is accordingly a matter solely for the commercial judgement of bidders.
Contract value is based on a five year contract duration and estimated on the available budget for 2022 to 2023. Late tenders will not be considered by the Council and all questions are to be submitted via the Questions and Answers section of this contract advertisement on PCS. An economic operator that suffers, or risks suffering, loss or damage attributable to a breach of duty under the Public Contracts (Scotland) Regulations may bring proceedings in the Sheriff Court of Court of Session.
