Explanation:
Private Finance Initiative (PFI) was used to build the Royal infirmary which means the building is owned and run by the private sector consortium to which NHS Lothian make payments. Consort Healthcare own the building under the terms of the PFI and as a result of the University pof Edinburgh's contractual obligations, there is no option other than to use the PFI incumbent design who will be appointed by Consort Healthcare (Edinburgh Royal Infirmary) Ltd.
