The adult population of Hampshire (excluding Southampton and Portsmouth) exceeds 1 million. The population is increasing, with the greatest increase in the number of people aged 65 to 84 and 85 and over. 78% of residents live in urban areas, while 22% live in areas classified as rural. The Council's Meals on Wheels Service (the "Service") provides home delivery of a hot, 2-course, nutritious meal and carries out a health and well-being check at the same time. The Service plays a key role in assisting older and more vulnerable people to manage and maintain their nutrition, supporting them to be healthy, independent, and living in their own homes for as long as possible.

two.2.4) Description of the procurement
Aim: To support people to manage and maintain their nutrition and well-being, facilitating them to live safely, healthily, and independently in their own homes, within their community for as long as possible.
Objectives:
• To check health and well-being, facilitating access to appropriate support as needed.
• To make available nutritionally balanced, tasty, hot meals to everyone who meets the criteria and has requested the service.
• To provide a choice of menus which meet Service Users' cultural, religious and medical requirements and take into account other dietary needs.
• To deliver the meals to the Service User's home, or an agreed, appropriate community setting, at an appropriate time, 365 days a year.
• To provide the service at a price which is sustainable, value for money and affordable for vulnerable Service Users.
• To support people to recover from illness in the community, reducing pressure on hospital beds and care settings.
• To provide information to help prevent future malnutrition
• To reduce the incidence of malnutrition in the community.
• To share data on malnutrition reduction with wider groups such as the NACC in order to drive awareness and action through the UK
• To ensure Service Users are treated with respect and dignity.
• To encourage take up by individuals within Council boundaries who meet the criteria and would benefit from the service.
• To ensure all relevant legal requirements are adhered to and food hygiene standards are met.
