2gether Support Solutions (as Agent on behalf of East Kent Hospitals University NHS Foundation Trust) is working with East Kent Hospitals University NHS Foundation Trust, Kent and Medway NHS and Social Care Partnership Trust, Kent Community Health NHS Foundation Trust, Maidstone and Tonbridge Wells NHS Trust,, Medway Community Healthcare CIC, and Medway NHS Foundation Trust (collectively the known as the South East NHS Total Waste Consortium, the "Consortium") to develop a new contract for the provision of waste management and minimisation services in a healthcare environment, to replace the existing contract which is due to expire in August 2023.

This Prior Information Notice (PIN) is alerting the market to a virtual pre-tender market engagement exercise event that will take place week commencing 19th September 2022. This exercise will explore the opportunity further and help inform the procurement strategy, prior to the commencement of any procurement exercise in accordance with Public Contract Regulations 2015.

This PIN is NOT being used to commence any public procurement process of any kind.

two.2.4) Description of the procurement

The PIN is seeking to gain an understanding of the waste management and minimisation services in a healthcare environment market, provide awareness of a future contract opportunity for waste management and minimisation services across the Consortium, and engage with the market on key areas to influence the proposed procurement prior to the commencement of any subsequent procurement process under the Public Contract Regulations 2015.

To gain valuable feedback / views on important issues or decisions which may influence the strategic approach and preparation of any subsequent tender documents, 2gether Support Solutions:

1) will be conducting a virtual pre-tender market engagement exercise event week commencing 19th September 2022. This event will provide an opportunity to explain to, and to stimulate innovative solutions from, participants to meet the Consortium's requirements; and

2) requests that interested suitably experienced providers with the capacity to deliver the Consortium's requirements respond (in writing) to several questions that have been asked within the Qualification Envelope of the e-Tendering portal and submit their responses for consideration by 16:00 on Wednesday, 28th September 2022.

two.2.14) Additional information

The proposed new contract may be divided into lots. The structure of any lots have not yet been decided as Consortium members wish to contract with a main provider for a total, or different providers for separate, waste management and minimisation services. Details of any finalised lot structure will be set out in any future Contract Notice.

2gether Support Solutions wishes to engage with suitably experienced providers of waste management and minimisation services in a healthcare environment and with capacity to deliver the Consortium's requirements to inform the most appropriate contracting approach and maximise market interest in the potential contract opportunity.

The pre-tender market engagement exercise and event does NOT form part of any formal procurement process, and in undertaking this preparatory exercise, 2gether Support Solutions does NOT give any guarantees to the potential final approach of the procurement strategy.

Instructions for registering to receive further information about this potential opportunity and to attend the pre-tender market engagement exercise event are as follows:

a) access the e-Tendering portal at https://commercialsolutions.bravosolution.co.uk; and

b) navigate to the section titled PQQs/ITTs Open to All Suppliers; and

c) click on pqq_1129 - Waste management and minimisation services and then Express Interest; and

d) download the Briefing note for pre-tender market engagement event participants document provided within the Attachments section; and

e) register to attend the pre-tender market engagement event via the Messages facility of the e-Tendering portal by no later than 14:00 on Tuesday, 20th September 2022. Once received, an invitation to attend the pre-tender market engagement exercise event will be issued; and

f) prior to 16:00 on Wednesday, 28th September 2022, complete, and submit, the questions asked within the Qualification Envelope

It should be noted that by returning the Qualification Envelope is NOT an actual pre-qualification (selection) questionnaire. E-tendering portal limitations mean that the labels state 'PQQ' and 'Qualification Envelope'.

This notice is NOT being used by 2gether Support Solutions to commence any procurement exercise, of any kind. As such, 2gether Support Solutions reserves the right to alter any aspect of the proposed contract opportunity or, not proceed with it, at its sole discretion.
