Stoke-on-Trent City Council has allocated funding for a kitchen extension at Burnwood Community School. The current kitchen is approximately 92 sqm in size and an extension is required to cater for increased intake.
The Council intends to utilise a 2-stage Design and Build contract for this project. As such, the Council will be looking to appoint a contractor to undertake a Pre-Construction Services Agreement (PCSA). The contractor will be required to undertake all design work required to complete RIBA stages up to and including RIBA stage 4, with an approval process at the end of each RIBA stage.
The City Council has allocated a total budget of £450,000 for the kitchen extension. This budget is to include all costs including the PCSA fee, any other fees, surveys or direct costs, construction and fit out.
The deadline for the completion of the kitchen extension is the end of August 2025, in order that the kitchen is operational for the start of the school year in September 2025. This allows 6 weeks for construction during the school summer holidays, which is the preferred construction period. If construction is anticipated to take longer than 6 weeks, consideration will need to be given to the impact on the school's operation and meal provision during the term-time period.

two.2.4) Description of the procurement
Stoke-on-Trent City Council has allocated funding for a kitchen extension at Burnwood Community School. The current kitchen is approximately 92 sqm in size and an extension is required to cater for increased intake.
There is currently a staff WC and changing room within the kitchen area which would need to be retained but could be re-located. There is also a boiler room, electricity cupboard and food store which again would need to be retained but could be re-located. The extension design is expected to comply with BB103
The successful consultant will be invited to an inception meeting at the school and further client engagement meetings as required with the school leadership to discuss the issues and requirements in more detail.
The Council intends to utilise a 2-stage Design and Build contract for this project. As such, the Council will be looking to appoint a contractor to undertake a Pre-Construction Services Agreement (PCSA). The contractor will be required to undertake all design work required to complete RIBA stages up to and including RIBA stage 4, with an approval process at the end of each RIBA stage.
The contractor will need to provide services in a number of fields including architectural design, mechanical, electrical, structural and civil engineering, building surveying, quantity surveying, and project management. Cost management and quantity surveying services will be required to ensure that the design that is being developed can be delivered for the allocated budget. These services can be provided either in-house or through sub-contracted specialists. The successful contractor will have and be able to demonstrate expert knowledge and recent experience of working with educational buildings.

The consultant will need to attend an inception meeting on site, and meetings to present the work to date at the end of each RIBA stage, with progress meetings throughout the work period arranged as necessary. These may be able to take the form of virtual meetings if appropriate.
