Provision of kennel space and associated care of banned, dangerous and seized dogs. It is likely that the dogs held will fall under two sections of the Dangerous Dogs Act 1991 and include specific breeds such as American Pit Bull, Japanese Tosa, Dogo Argentino and Fila Brasileiro.
To reduce unnecessary stress to the animal travel time to the kennels should be no more than one (1) hour travelling distance from Warwickshire's bigger towns such as Rugby and Nuneaton.

four.1) Description
four.1.1) Type of procedure

Explanation:
Secure Boarding of Dangerous/Seized dogs’ suppliers are scarce and due to the very nature of the service require the kennels not offer dog boarding or associated services to the public nor publicise its location to the public.
On the 6th July 2021 a PIN notice was published that gave potential suppliers three weeks to express an interest. Three expressions of interest were received.
Previous data shows that the problematic areas are primarily Warwickshire’s bigger towns such as Rugby and Nuneaton. With this in mind and to reduce unnecessary stress and travel time on the animal it is our preference if kennels be located within 1 hour travelling distance of these towns. Based on this requirement two out of the three expressions of interest were from suppliers who had well in excess of the 1 hr preferred. As a direct result it was determined that an open competition was not indicated and that the contract would be awarded via a direct award procedure following the Negotiated Procedure. The justification being that we have concluded there is only one suitable supplier who can cater to the requirement.
