two.2.4) Description of the procurement
Expressions of interest are being sought from suppliers who would be interested in bidding for a contract to supply Warwickshire Police with kennel space and associated care for Banned, Dangerous and Seized dogs. It is likely that the dogs held will fall under one of two Sections in the Dangerous Dogs Act 1991 and include specific breeds such as:- American Pit Bull, Japanese Tosa, Dogo Argentino and Fila Brasileiro.
Our data has shown that the problematic areas are primarily Warwickshire’s bigger towns and districts such as Rugby, Nuneaton, Leamington and North Warwickshire. With this in mind and to reduce unnecessary stress and travel time on the animal it is our preference if your kennels were to be located within 1 hour travelling distance of these towns/districts and within 1 ½ hour of our less problematic areas such as Stratford-Upon-Avon and Alcester. (If your kennels are outside of this area this does not preclude you from expressing an interest at this stage but travel time will be part of the evaluation criteria – under animal welfare).
In addition, we would be looking for a preferred bidder who will be able to:
a) provide transport, to pick up a dangerous dog, 24 hours a day, 365/6 days a year;
b) hold the appropriate premise license under the Boarding Establishment Act 1963;
c) keep accurate records of admissions, dog welfare routines, vet visits etc.
