Section four. Procedure

four.1) Description

four.1.1) Type of procedure

Award of a contract without prior publication of a call for competition in the cases listed below

  • The procurement falls outside the scope of application of the regulations

Explanation:

Efficient and economic renewals / only one potential supplier.

To run the contract for a short-term, seven-month period will give the council no option but to continue to work with the existing provider who know our council services, and the buildings involved. Bringing in an alternative service provider for a short period will be ineffective and lead to inefficiencies and a reduction in the quality of service currently provided. As the current service provided is out of contract it also presents a number of risks in addition to the above which includes capacity of our procurement service to support a full re-procurement process at short notice and if, an 'incident' did occur, it could result in protracted resolution without any contractual terms being in place.
