two.1.4) Short description

Northern Trains Limited (NTL) are looking for a supplier to provide a TFM (Total Facilities Management) contract. The contract will cover our entire leased estate of circa 466 stations, 4 main engineering depots and a number of sub-depots across our 4 regions. It will also cover our commercially leased offices and beneficiary sites at stations operated by other TOCs.

The contract will focus on our key goals of delivering cost, efficiency and service delivery savings across the whole estate.

The scope of service remains subject to confirmation but is anticipated to include planned and reactive maintenance, cleaning, external grounds/vegetation management, pest control and the provision of a CAFM system and helpdesk.

The anticipated contract duration is up to five (5) years (three (3) years plus two (2) optional one (1) year extensions)

two.2.4) Description of the procurement

NTL has chosen to run the procurement under the negotiated procedure with a prior call for competition under regulation 47 of the UCR. NTL is registered with the Railway Industry Supplier Qualification Scheme (RISQS), enabling it to use this as a qualification system.

To participate in this procurement, suppliers must be fully registered and qualified on RISQS under both of the following RICCL codes and activities by 8th November 2021 at 16.00:-

1. RICCL code: H.G.2.1: Contract Cleaning Services (Office, Station & Depot)/ Service; and

2. RICCL code: H.L.3.1: General Building Management / Service.

3. Size of your organisation. Is Equal to Large

4. Does your organisation have an Environmental Management system that has been assured/certified by a third party to ISO 14001 or equivalent? Is Equal To Yes

5. Does your organisation maintain a record of any inspections or quality control? Is Equal To Yes

6. Regions of service is the following:- County Durham AND Cumbria AND East Riding of Yorkshire AND Greater Manchester AND Lancashire AND Merseyside AND North Yorkshire AND Northumberland AND South Yorkshire AND Tyne & Wear AND West Yorkshire

This procurement and all communication with suppliers will be managed electronically via the RISQS system.

After the first stage is complete, shortlisted suppliers will need to register on our E-Sourcing system (In-Tend) to participate in the ITN.
