Explanation:

TfGM is seeking to award a contract to Greater Manchester Buses South Limited (known as Stagecoach) for the provision of services to continue the development of an existing design for a bus depot which is currently developed to RIBA stage 2. Stagecoach commenced the development of the design as part of a project to relocate Stagecoach's bus operations from the existing Stockport Bus Depot to a new site.

TfGM, as the Executive Body of The Greater Manchester Combined Authority ("GMCA"), is implementing the Greater Manchester Bus Franchising Scheme under which, the preferred route for depot ownership is by the GMCA as Franchising Authority by acquiring the existing depots of the bus operators in Greater Manchester and making them available to Franchise Operators via TfGM. Furthermore TfGM and Stagecoach have secured funding from the Department for Transport Zero Emission Bus Regional Area fund which together with match funding from TfGM and Stagecoach will deliver a zero emissions fleet of bus vehicles and the associated electric vehicle charging infrastructure for installation within the Stockport bus depot. Stagecoach developed their existing designs as part of the joint bid to incorporate the electric vehicle charging infrastructure into the designs. To secure the aims of the GM Bus Franchising Scheme and the installation of electronic vehicle charging infrastructure, TfGM will now fund the continuation of design development by Stagecoach and their external design consultants through RIBA stages 3 and 4.

The design work undertaken by Stagecoach so far meets with TfGM's programme and technical requirements for the provision of a bus depot in Stockport as part of the GM Bus Franchising Scheme and in respect of electrical infrastructure upgrades and therefore it is deemed on the basis of programme and technical grounds that the existing supplier having the accumulated expertise and knowledge obtained during the RIBA 1 and 2 stages of work is best placed to continue delivery of design works up to the completion of RIBA Stage 4 designs. Furthermore appointing Stagecoach to continue the design development work will also provide service continuity and ensure that the number of parties and interfaces which are involved in transferring operations both geographically (to a new site) and also to a new technology are suitably managed and the associated risks mitigated.
