The contract requires a service provider to provide catering and bar services at both venues to cover events (i.e. weddings, conferences and celebratory events) and retail services (onsite restaurants and cafes). The service provider also has additional onsite responsibilities in managing the venues i.e. managing the liquor licence, security, duty manager duties, fire safety, waste management etc. The service provider then pays the Council a % commission on any sales.

A Prior Information Notice - Call for Competition was published on 21st June 2021 for interested suppliers to register to take part in a Competitive Procedure with negotiation. Following a review of these responses it was decided to proceed to award with Event Warrior Ltd on the basis that they were the only supplier able to offer the full range of services the Council expected.

six.3) Additional information
As Event Warrior Ltd 'EWL' were the only viable supplier identified following the EOI exercise, negotiations were able to take place to agree the terms of the contract and review their tender proposal. No evaluation criteria was therefore set.
An initial meeting was held with EWL on 29th July 21 to review their initial EOI response and to request for a proposal from them on how they would deliver the service and commercial terms.
An initial proposal was received from EWL on 6th August which was further developed during August 21 to ensure the standards of service the Council expects will be delivered.
