two.1.4) Short description

We are seeking a supplier to establish and run an independent Implementation Unit for the Good Landlord Charter on a three-year contract.

The purpose of the charter is to support landlords to voluntarily raise renting standards across GM by meeting specific member criteria, and to raise expectations of what renting can be like. Our expectation is that the charter will continue to run beyond the end of the contract, and that the contract may be renewed subject to performance and appropriate processes.

The implementation unit will be operationally independent from the GMCA or any Greater Manchester local authority, creating a new respected voice working to improve renting in Greater Manchester. It will be overseen by a governing board chaired by GMCA, but made up of landlords, tenants, and other stakeholders.

An Open Tender Process to appoint an Implementation Unit

The implementation unit will be responsible for taking the Good Landlord Charter from the design agreed by GMCA to full operation, including any sub-contractual arrangements this involves. Expected activities are described at length below in section two. They will require a range of organisational skills and capacities, including stakeholder management, interactive policy development, publicity and communications, training and support, assessment and due diligence, data handling, data systems and online. We understand that few if any organisations will have had experience of working with the range of landlords who will be covered by the charter or hold the full suite of organisational skills and capacities, and therefore expect prospective providers to explain in their bids how they would bridge any gaps. In line with this, we are open to consortium bids.
