The Environment Agency currently uses an application known internally as Learning Zone (LZ), to provide employees with a single point of access to learning content required to develop capability in their roles.
Learning Zone is a Totara based application that provides access to over 2500 face to face and virtual learning events per year, over 500 e learning and technology-based learning products for the 11,200 employees within the EA. In addition, learning is provided for circa 6000, employees with an incident Management (IM) role, responsible for responding to local and major incidents as Category 1 responders.

two.2.4) Description of the procurement
The current commercial contract is due to expire in 2023. It is therefore essential that EA procures a new application which will deliver the current service but meet future requirements.
The future requirements, over and above the core functionality the EA has today including:
User experience and AI
Competency, Capability & Professional Membership
Stakeholders (Internal (EA), Defra, External)
Intelligent management information (MI) and reporting
Social learning and content curation
The additional functionality will ensure that the EA has good people data on learning and skills/capability of their employees to deliver challenging business outcomes and build their careers. In addition, it creates the capacity for the EA to assure itself that employees are trained and competent to carry out many of their activities which are high risk such as working near water on flood defenses, responding to incidents. Employees will be able to access their learning, in the flow of their work with the use of AI and machine learning and connect and engage with others to share expertise and grow continue to grow. Improved functionality to integrate virtual classroom technology will not only create opportunities for all to be able to access learning at a time and place that works for them, but also reduce carbon emissions and training costs for travel and subsistence.
The overall high-level scope of the procurement will require the Authority to procure to procure the Licenses for Learning Application Software, Hosting, Implementation, Service Support and Training Services.
