YPO are looking to appoint a single supplier for the supply of electricity and ancillary services to our public sector customer base. Any potential tenderers must have a commercial supply licence and listed on the OFGEM approved supplier list.

two.2.4) Description of the procurement

YPO are looking to appoint a single supplier for the supply of electricity and ancillary services to our public sector customer base. Any potential tenderers must have a commercial supply licence and listed on the OFGEM approved supplier list.

The portfolio is expected to be around 1 Terawatt of electricity across over 17,000 MPANs, this includes a combination of non-half hourly (NHH), half hourly (HH) and unmetered (UMS) supplies. YPO must be able to run their own trading strategies through flexible purchasing, however will also require access to fixed quotations from time to time.

The ancillary services will include Power Purchase Agreements (PPA), Feasibility Studies, demand side response and other items which support our customers in achieving net zero.

YPO reserves the right to not commit to advertising this tender if we do so wish. Any information provided by suppliers prior to any advertising of the tender will not be used to determine the outcome of any processes.

The reason for this PIN is to engage with suppliers within this market area to ensure the route to market that is put together meets our customers’ needs and requirements. This is notice is to undertake supplier engagement only. Information is being sought without prejudice and without commitment. Nothing in this PIN shall obliged YPO to proceed with this framework and YPO shall be entitled to revise its service requirements or decide not to proceed at all. Should YPO wish to proceed further a formal procurement process will be followed in accordance with YPO's contract procedure rules and in line with the Public Contract Regulations 2015.

YPO will incorporate a standstill period at the point of notification of the award of the contract is provided to all bidders. The standstill period will be for a minimum of 10 calendar days and provides time for unsuccessful tenderers to challenge the award decision before the contract is entered into. The Public Contract Regulations 2015 provide for aggrieved parties who have been harmed or are at risk of harm by a breach of the rules to take action in the High Court (England, Wales and Northern Ireland).
