NHS Devon ICB has awarded a contract for 111 service provision for Devon to Vocare limited (Totally plc). The contract is to support with the provision of NHS 111 services in the short term. The contract started on 16th July 2022 and ends on 30th September 2022 (with a 10-day optional extension period). The contract value could be up to £917,000 (excluding VAT) and is based on calls answered with no minimum agreed volumes of activity. This contract is required for reasons of extreme urgency to enable short-term support to ensure the continuity of the provision of NHS 111 services and was brought about by events unforeseeable by the contracting authority.

In accordance with Public Contracts Regulations 32(c) Use of the negotiated procedure without prior publication was used in the specific case and circumstances laid down in this regulation insofar as is strictly necessary where, for reasons of extreme urgency brought about by events unforeseeable by the contracting authority, essential short-term support to ensure the continuity of the provision of NHS 111 services is required and the time limits for the open or restricted procedures or competitive procedures with negotiation cannot be complied with.
