NHS Arden and Greater East Midlands CSU on behalf of NHS Coventry and Warwickshire ICB are running this survey for providers who have the relevant experience and skills to provide a Domiciliary Care Service.

The aim of the contract is to provide a domiciliary care service with care as provided by CQC registered providers that are able to meet the health care needs of patients.

Domiciliary Care refers to support that is delivered to patients in their own home and is not determined by the type of accommodation they live in. This does not include:
• Residential Care Homes
• Nursing Homes

Domiciliary Care is defined as:

• Care and support delivered in a person’s home.
• This includes support with personal care.
• All adult customer groups aged 18 years
• Children - to be confirmed

Care provision is usually delivered with either 1 or 2 carers with visits lasting up to one hour, for a maximum amount of 4 visits per day. This therefore amounts to a maximum of 56 care hours per week required for the patient to have care sourced under Domiciliary Care. If a patient requires extra care above this level, then this care will be sourced for on the other existing frameworks that cover this increased level of needs.
The Care Quality Commission (CQC) will be responsible for ensuring the provider meets all registration requirements.

Service description/care pathway to include:

Patients eligible for CHC funding or jointly funded with a local authority will be assessed by the ICB clinician to determine the health care needs and prescribe care accordingly on an outline assessment of needs (OAN) form. Referrals will be sent to providers from our brokerage team with the OAN attached so it is clear what care is required. Patients will reach the service from a variety of pathways, including, but not limited to:
• Discharge to assess (D2A)
• Fast track eligible patients
• CHC funded eligible patients
• Joint funded CHC eligible patients where health care needs have been identified and agreed with the local authority.

The ICB will maintain service level information for all commissioned Domiciliary Care services and will select providers using the criteria above. By doing so, the ICB will ensure that services remain sustainable and volume share is maintained across the market.

The intention of the ICB is to put in place a 4 year contract with the option to extend for up to a maximum of 2 years as a result of any process run under the Health Care Services (Provider Selection Regime) Regulations 2023 following this market engagement event. The anticipated contract value is c.£6.5m/annum, so the anticipated current total contract value over the full life of the contract (6 years if the extension were to be enacted) would be c.£39m. Please note that this is an indicative value for the purposes of this market engagement only and the ICB reserves the right to vary this value in any subsequent notice they may place.

This market engagement and any subsequent procurement process is being/will be carried out under the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Procurement Act 2023 do not apply to any contract which may be entered into following this market engagement event, nor do they apply to any aspect of the market engagement event itself. In addition, neither the ICB or the CSU shall be bound to carry out any act, in particular to carry out a procurement process of any sort (whether described in the Health Care Services (Provider Selection Regime) Regulations 2023 or not), as a result of this Market Engagement Event.
