The Contracting Authority (the Secretary of State for the Home Department) has completed a Direct Award Procedure under Lot 3 of the RM6280 Framework compliant with Public Contract Regulations 2015, and is awarding a contract for the provision of international untracked mail service for General Register Office.

This is a 3 year contract with an option to extend by a further two 12 month periods. The contract value quoted relates to the maximum possible contract term of 5 years.

two.2.4) Description of the procurement

The Contracting Authority (the Secretary of State for the Home Department) has completed a Direct Award Procedure under Lot 3 of the RM6280 Framework compliant with Public Contract Regulations 2015, and is awarding a contract for the provision of international untracked mail service for General Register Office.

A three year contract term commenced on 28th April 2025, and will conclude on 27th April 2028. The Contracting Authority has the option to extend the contract by two further 12-month periods, at its discretion. The contract value quoted relates to the maximum possible contract term of 5 years.

Explanation:

All the criteria for a direct award under the existing RM6280 Framework have been are met, and this option is compliant with Public Contract Regulations 2015 due to the urgency within which the new service must be in place and the Contracting Authority has clearly established which supplier meets its needs at the lowest price.

As per the conditions of a direct award under RM6280, the existing framework core terms and schedules have been used unchanged to manage this service.
